Best Buy-bye: Retailer bids farewell to the UK with blowout sale

While Americans plow through their cash and cards, lapping up the litany of Black Friday specials -- and readying themselves for the inevitable Cyber Monday second wave -- it looks like our trans-Atlantic cousins will also get a taste of discount joy. After a brief 18-month stint, Best Buy UK is packing its bags, and it wants to travel light. Both the online and physical stores will see prices snipped by between 10 and 30 percent, though we don't know whether this will extend to Best Buy's full product line or simply less desirable devices. Either way, the brick-and-mortar stores have been closed over the weekend in preparation. Bargain-hunting Brits should be able to grab some some cut-price Christmas treats when the eleven stores reopen on Monday.

(AP) ? Sidney Crosby may have picked up a new hobby during his lengthy layoff for concussion-like symptoms: agitator.

The Pittsburgh Penguins superstar collected three assists in a 6-3 win over the Ottawa Senators on Friday, though it was his play in front of his own net that raised eyebrows.

Crosby mixed it up with Ottawa's Nick Foligno early in the third period, the start of a brief dust-up in which Crosby and Foligno exchanged a couple of punches before teammates got involved.

Both players earned minor penalties ? Crosby for elbowing, Foligno for roughing ? and Foligno took exception with Crosby hitting him up high to clear space in front of goaltender Marc-Andre Fleury.

"It's not a big deal, but it is something that he preached all summer about that we should limit that and then he goes and does it, so I was just a little disappointed," Foligno said. "But, you know, that's a small part of the game and it's over now."

So was the game following a first-period explosion by the Penguins.

Chris Kunitz, Tyler Kennedy, Steve Sullivan and Evgeni Malkin all scored within a 7:25 span to turn a one-goal deficit into a 4-1 lead, chasing Ottawa starting goaltender Craig Anderson before the period was halfway gone.

Crosby assisted on three of the goals ? including a beautiful cross-ice feed to Kunitz following a shot fake ? as the Penguins bounced back from a loss to St. Louis on Wednesday in style.

"I think we wanted to start better than we did last game," Crosby said. "It was just a matter of doing that. They scored early but we knew there was a lot of time left and we could get back into the game. Everyone responded well, and that carried over for the next two periods."

Crosby now has seven points ? two goals, five assists ? in three games since returning. He also has eight penalty minutes and not shied away from contact.

The Senators noticed. Foligno popped him cleanly in the second period, and Crosby didn't hesitate to skate into traffic.

His brief scuffle with Foligno in the third came while he was trying to protect goaltender Marc-Andre Fleury, who finished with 24 stops and noticed the familiar No. 87 doing some of the dirty work just outside the crease.

"Sid stood up for me there, that was nice," Fleury said. "It's nice to have your teammates back you up."

Jordan Staal and Pascal Dupuis also scored for the Penguins while Kennedy and Paul Martin had two assists.

Kaspars Daugavins, Jared Cowen and Erik Condra scored for the Senators while Auld stopped 30 shots in relief of Anderson.

"I think the game was lost in the first five minutes by not being prepared to play," Ottawa coach Paul MacLean said. "That's my responsibility to make sure the team is ready to play."

The big lead allowed the Penguins to experiment with the lines. Crosby even played alongside Malkin and Staal for once shift, failing to produce a goal but providing plenty of opportunities.

"We play one shift, it's three terrors, we surprised them," Malkin said. "We never played (together before) and had good chances to score. I like it. It two great offensive guys who can control the puck and make passes."

The spirited first period was a welcome change for the Penguins, who have slept-walked through the opening 20 minutes ? Crosby's debut excluded ? at times this season.

Not Friday, though the Senators gave Pittsburgh a pretty early wake-up call. Daugavins collected a shot from teammate Zack Smith and slipped it by Fleury to give the Senators a quick 1-0 lead just over a minute into the game.

Their momentum lasted all of 27 seconds, or the amount of time it took Pittsburgh to tie it up following a breathtaking end-to-end rush. Crosby faked a slapshot on the break then threaded a pass to Kunitz, who fired it into the wide open net.

The Penguins were just getting started, scoring four goals over the next 7:25 to chase Anderson, who had no real chance on any of the tallies.

Kennedy gave the Penguins the lead, banking the puck off Anderson's pads and into the net from a thin angle behind the goal line.

The bad bounces didn't stop there for Anderson. Sullivan threw it in front only to have it go off the stick of an Ottawa defenseman and by Anderson to make it 3-1.

Malkin notched his seventh of the season less than 2 minutes later, ripping one by Anderson from the high slot. Anderson's night was over, and so was Ottawa's chances of ending a six-game road trip with a win.

It also highlights the fact that modern TV interviews are often actually rehearsed, taped, and edited performances, rather than the more spontaneous give-and-take that the finished product tries to convey.. Steve could see this, and he crafted his message to the medium, whether he was out on his own at NeXT or selling to a larger consumer market for Apple.?

Despite pledge, donations flow from Starbucks

OLYMPIA, Washington (AP) ? If Starbucks chief Howard Schultz wants U.S. voters to withhold campaign cash from federal politicians, he may need to start with trying to halt the flow of donations from his employees.

Schultz had invited Americans to join him in withholding campaign contributions until politicians could reach a bipartisan deal to stabilize the nation's fiscal situation ? an appeal that Fortune magazine cited in naming Schultz its "Businessperson of the Year" last week.

But Starbucks leadership, employees and the company's lobbying firm have continued to contribute thousands of dollars to federal politicians, according to campaign records reviewed by The Associated Press.

There's no evidence the "withhold" movement has had any impact, as third-quarter donations to congressional campaigns were actually higher than during the last election cycle. In the six weeks after the coffee guru announced his pledge with the support of dozens of other business executives, donations continued among many of those companies, including AOL, Juniper Networks and NASDAQ.

Walter Robb, the co-CEO of Whole Foods and a top supporter of the movement, gave an in-kind donation to a congressional campaign in September after taking Schultz's vow. He said through a spokeswoman that he had committed to providing food and beverage to Jared Huffman, a candidate in California's 2nd Congressional District, earlier in the summer.

The lobbying firm that handles much of Starbucks' work in the U.S. capital, K&L Gates, has continued to donate through its political action committee to current and prospective members of Congress ? some $40,000 from the start of the pledge through the end of September.

Meanwhile, two members of the company's board of directors, which Schultz leads as chairman, gave donations after the vow was announced. Mellody Hobson, a Starbucks board member who donated $1,500 to U.S. Rep. Steny Hoyer, said she has not signed the pledge. Sheryl Sandberg, a Facebook executive who serves on the Starbucks board and recently gave donations to House Minority Leader Nancy Pelosi and Sen. Kirsten Gillibrand, declined comment through a spokesman.

Schultz himself donated campaign cash in the months before his announcement, giving $5,000 to U.S. Senator Maria Cantwell. He has not given since, according to campaign records. Arthur Rubinfeld, one of Schultz's closest aides as president of global development at Starbucks, gave a $500 donation to Cantwell just a few days before Schultz went public with his plan.

At least three other Starbucks employees have given donations since Schultz promoted the pledge, including Steve Johannesen, a director of international development at Starbucks, who gave $2,000 to President Barack Obama's re-election campaign in September.

Jim Olson, a Starbucks spokesman, said Schultz fully respects the personal decisions of employees and board members.

"Howard's pledge was a personal request, not a company initiative," Olson said.

Congressional candidates brought in some $177 million in the third quarter, up slightly from the same quarter in 2009, according to an AP analysis of FEC records.

Olson said the effort was designed to increase confidence and draw attention to accountability.

"We have never claimed we would turn this country around by ourselves and know we still have a lot of work ahead of us, but we are very proud of the progress we are making and that we are trying to do something and setting an example for others," Olson said.

(AP) ? A week into his new job, Premier Mario Monti is running out of time to reassure nervous investors that his government has a strategy to deal with Italy's crippling debts.

The nation's borrowing rates skyrocketed Friday after a grim set of bond auctions, with a new auction looming Tuesday. Another borrowing debacle could ratchet up fears that Italy has entered a debt spiral driving it toward bankruptcy and the 17-nation eurozone into its most acute crisis yet.

Monti's government of so-called "technocrats" is battling to convince investors that it has a successful strategy to reduce the country's ?1.9 trillion ($2.6 trillion) debt. But Friday's dismal bond auction results for the eurozone's third largest economy temporarily battered Europe's stock markets.

The auction outcome also is likely to fuel calls for European Union officials to do more to jump-start economic growth and the European Central Bank to use more firepower to cool down a rapidly escalating debt crisis.

"We still haven't found a response that reassures investors," said Jose Manuel Barroso, head of the European Commission. "As long as we're unable to do that, we'll have very serious problems and discussions in Europe." He spoke during a visit to Portugal, which, like eurozone members Greece and Ireland, has taken an EU bailout to avoid bankruptcy.

Stephen Lewis, an analyst at Monument Securities, agreed with that outlook.

"The signs are that the euro will need a highly skilled financial engineer at the controls if it is to withstand the strains it is likely to face in the five remaining weeks of this year," he said.

Driving market fears is the knowledge that Italy is too big for Europe to bail out.

Given the size of its debts ? Italy must refinance ?200 billion by the end of April alone ? the government is depending on investors for money. But when borrowing rates get too high that can fuel a potentially devastating debt spiral which could bankrupt the country.

Friday's auctions showed that investors see Italian debt as increasingly risky.

The country had to pay an average yield of 7.814 percent to raise ?2 billion ($2.7 billion) in two-year bills ? sharply higher than the 4.628 percent it paid in the previous auction in October. And even raising ?8 billion ($10.7 billion) for six months proved exorbitantly expensive, as the yield for that spiked to 6.504 percent, nearly double the 3.535 percent rate last month.

Following the grim auction news, Italy's borrowing rates in the markets shot higher, with the 10-year yield spiking 0.34 percentage point to 7.30 percent ? above the 7 percent threshold that forced other euro nations into bailouts.

Solid returns on Wall Street helped European markets recover from earlier losses Friday fueled by fears over Italy.

The EU monetary chief, Olli Rehn, also tried to reassure markets. After meeting in Rome with Monti on Friday, he emerged to praise new economic reforms that are "going in the right direction," such as liberalizing professions, encouraging employers to hire, and making it easier for them to transfer workers.

But Rehn also said he expects more "bold measures" to follow.

Italy must adopt "a comprehensive and wide-ranging package of reforms to kick-start growth and offer young people not only more jobs but also better jobs," the monetary affairs commissioner said.

Rehn was in Rome to monitor Italy's compliance with promises to liberalize its labor market, reduce the bloated public sector and sell some state assets.

Analyst Raj Badiani, an economist at IHS Global Insight in London, said Monti must deliver more.

"I don't think the markets have turned against Monti" and his "first stab" at promised reforms, Badiani said. "However, I argue that he will need to consider more draconian labor market reforms to reverse Italy's woeful productivity performance since the adoption of the euro."

Other analysts were less accommodating toward Monti, a former European Union competition commission with a reputation for taking tough stands.

"Mario Monti has failed so far to impress bond markets he has the power and authority to do what is required," said Louise Cooper, a markets analyst at BGC Partners.

Monti was appointed to replace premier Silvio Berlusconi, whose conservative coalition squabbled for months over measures such as pension reform, which were urgently sought by EU and European Central Bank officials.

But Monti has no political party behind him, meaning he is at the mercy of lawmakers from Italy's infamously bickering parties to back him on painful doses of austerity, with the next election looming in early 2013.

Italy was not the only euro-using country to have a disappointing auction this week.

Even Germany ? the region's strongest economy and the main funder of eurozone bailouts ? suffered a shock Wednesday when it failed to raise all the money it sought, its worst auction result in decades.

Spain saw its borrowing rates ratchet sharply higher, even after a landslide election victory for the conservative Popular Party, which has made getting Spain's borrowing levels down its top priority.

"Within the eurozone, the more favorable political climate in Spain and Italy has not brought any improvement in market sentiment," said Herve Goulletquer, head of fixed-income research at Credit Agricole.

Monti has promised to balance Italy's budget by 2013. He has pledged to introduce "fair but incisive" structural reforms, his office said after a Cabinet meeting Friday. Monti has promised to reform the pension system, reinstate home property taxes eliminated by Berlusconi's government, and slash spending on government offices.

But even as Italy struggled to rescue itself, other signs of Europe's debt crisis emerged.

Standard & Poor's announced it is lowering its long-term sovereign credit rating for Belgium, citing a threat to exports and the euro country's lack of a permanent government. The agency cut Belgium's credit rating from AA+ to AA.

Belgium has been without a permanent government for 530 days, as a series of negotiators has struggled without success to bridge the country's divide between its French-speakers and its Dutch-speakers.

On Friday, Moody's also downgraded Hungary's sovereign debt to junk status ? from Baa3 to Ba1 with a negative outlook ? a decision Hungary hotly criticized. Hungary is not a member of the eurozone, but trades with many of its members.

This week's developments have ratcheted up the pressure on the European Central Bank to step up its bond purchases in the markets, though Germany adamantly opposes that. The current program is designed to support bond prices in the markets, thereby keeping a lid on the borrowing rates.

So far, the ECB has been buying limited amounts of bonds and has to sell an equivalent amount of assets.

The ECB said Monday it bought bonds worth only ?4.5 billion ($6 billion)last week, down from ?9.5 billion ($12.7 billion) a week earlier.

Potentially, the ECB has unlimited financial firepower through its ability to print money, and many countries in the eurozone, including France, want the bank to act more decisively to solve the debt crisis.

However, Germany finds the idea of monetizing debts unappealing, warning that it lets the more profligate countries off the hook for their bad practices.

Analyst Badiani said financial markets are "despairing over the very public disagreement between the French and German governments about how to use the ECB to regain control of the crisis, which has curbed the markets' appetite for sovereign debt across Europe."

But EU chief Barroso insisted that Germany isn't opposed "in principle" on eurobonds.

Germany's view is that "eurobonds can be considered once there's a higher level of integration and discipline in the eurozone," Barroso said.

Newsmaker: Technocrat "oil man" takes charge of Libya lifeline (Reuters)

TRIPOLI (Reuters) ? Libya's new oil minister is seen as the right kind of technocrat, deeply experienced yet not too closely tied to the former regime of Muammar Gaddafi, to help restore the OPEC member's economic lifeline after eight months of war.

Abdulrahman Ben Yazza is in his mid-50s and brings experience from both Libya's oil industry and Italian firm Eni, the largest foreign oil producer in Libya before the war.

He worked at Libya's Waha Oil company and at the state-owned National Oil Corporation (NOC), culminating in a seat on the management committee. He then headed a joint venture between NOC and Eni.

"He's an excellent oil man," NOC Chairman Nuri Berruien told Reuters. "He's a first-class professional ... The most important (thing) is that he's from the oil patch. It is very important, it is good to work with people who speak your tongue."

A source close to Ben Yazza said the married father of four from Tripoli had been living in Milan for the last few years and traveling frequently to Libya.

"Ben Yazza is an old guy, well known and well liked. He knows Eni very well but that doesn't mean he will be pro-Eni ... he will be pro-Libyan," one Libyan oil industry source said.

"He's more a technocrat politician. Remember this is a transitory government, a bit like the Monti government in Italy ...It doesn't represent the power equilibrium and none of the big shots are in it."

Of all the new appointments in Prime Minister Abdurrahim El Keib's government, set to lead the country to elections next year, analysts and industry sources said Ben Yazza is seen as the most technocratic and least colored by the country's regional politics.

"In meetings he would listen to everyone's opinion," a person who worked with him at the NOC said, describing Ben Yazza as "very respectable."

NEW FACES

Before the February revolt, Libya's oil policy was run by the NOC headed by Shokri Ghanem, who defected in June and is believed to be living in Europe.

Officials have since indicated there will be changes, with plans to split commercial arrangements from policy.

Ben Yazza himself is seen as somewhat independent despite his NOC history, as a man who reportedly clashed at one point with Ghanem and who carries no strong affiliation with the ousted regime.

He is "very competent with a strong personality," one diplomatic source said.

"There were other candidates in the sector who had good international pedigrees, but they were often very closely associated with Col. Gaddafi - or they amplified their connections with Gaddafi in order to increase their prestige," said Geoff Porter, a U.S. independent expert on Libya.

"In the new post-Gaddafi Libya, they are tainted and would have been rejected by the Libyan population and by the hydrocarbon sector workers in particular."

The new set of faces will have to sustain the revival of the industry, which is returning to the international market faster than expected.

Libya holds Africa's largest oil reserves and was pumping 1.6 million barrels per day before the revolt.

Questions remain about the future, with a potential shake-up that would give more power to the oil ministry and carve up the NOC's responsibilities.

Berruien said the oil ministry and NOC would "complement each other."

Ben Yazza's appointment could see a number of former Libyan state oil company executives return to the public sector, according to political risk consultancy Eurasia Group.

"Highly experienced and extremely well-connected, we expect Ben Yazza to announce the recruitment of a number of his former NOC colleagues and friends to the NOC and the ministry," it said.

"The implications for the sector are good. Separating the regulatory and oversight functions from operations will remove some conflicts of interest," it said.

"Ben Yazza (will have) the opportunity to root out some of the more entrenched examples of corruption."

Still, he could encounter opposition from some workers still wary of former NOC officials. Waha Oil workers just recently ended a strike after their demands for a new chairman were met.

"Lack of experienced personnel has long been a retarding factor in the Libyan oil and gas sector and Ben Yazza will see the return of senior officials currently with IOCs (independent oil companies) as important if the sector is to reach its full potential," Eurasia said.

Rep. Michele Bachmann of Minnesota pointed to the militant group al-Shabab. And former Utah Gov. Jon Huntsman turned to domestic concerns over the economy, the national debt and a lack of trust in Congress. "We've got to get on our feet domestically," he said.

When debate moderator Wolf Blitzer asked Cain whether it's appropriate for Muslim Americans to get more extensive pat downs or security screenings at airports, he got an interesting response.

"No, Blitz. That's oversimplifying it," Cain said, mixing the CNN anchor's last name with his first. As Cain began responding, he caught himself and said, "I'm sorry, Blitz, I meant Wolf, OK?"

When the Georgia businessman finished his answer, Blitzer had his retort. "Thank you, Cain," Blitzer said to laughter.

India opens more to foreign multibrand retailers

(AP) ? India's Cabinet decided Thursday to allow more direct foreign investment in the nation's huge retail industry, a move that could strengthen the country's food supply chain and open India to giant global retailers such as Wal-Mart.

The Cabinet approved 51 percent foreign direct investment in multibrand retail and increased the FDI cap in single-brand retail to 100 percent despite resistance from both allies and opposition parties.

India currently allows 51 percent foreign investment in single-brand retailers and 100 percent for wholesale operations.

Top retailers like Wal-Mart, Carrefour and IKEA have long lobbied to free the policy further. Foreign multibrand retailers have Indian partners in wholesale operations now but have no retail presence in the country of 1.2 billion people.

The spokesman for the ruling Congress party, Abhishek Manu Singhvi called the decision "centrist and reasonable." He was speaking to NDTV news channel.

The main opposition, the rightwing Bharatiya Janata Party, decried the move.

"The government has clearly bowed to international pressure," Chandan Mitra, a spokesman told the same TV channel.

More details on the decision were not immediately available.

India's $400 billion retail market is the nation's second-largest employer, after agriculture, according to consulting firm Deloitte.

Advocates see the move as a way to strengthen India's almost absent food supply chain ? which is so beset by spoilage, poor infrastructure, hoarding and middlemen that the government estimates some 30 percent of produce rots in a nation with soaring food costs and tens of millions who go to bed hungry each night.

If companies like Wal-Mart and Tesco are allowed to open shops of their own, they may invest billions in improving farming techniques and getting produce into stores more efficiently, bringing down food inflation ? which has averaged 10.5 percent over the last year ? and possibly improving rural incomes.

The Ministry of Commerce says it will cost 76.9 billion rupees ($1.7 billion) to build the additional 35 million metric tons of food storage India needs.

In a July paper, it suggested that loosening restrictions on foreign investment in India's retail sector could be the best way to get more storage space built.

Yet the country has struggled to find consensus because of concerns about what it would mean millions of small shopkeepers as well as the poor.

Political deadlock on long-promised reforms like this has helped cool foreign investor interest in India. Policymakers are under acute pressure to find ways to attract foreign currency to help strengthen the rupee, which hit an all-time low against the dollar this week.

Traders say the central bank has been buying rupees in recent days but those measures are unlikely to reverse the currency's plunge absent more far-sighted policy reform.

In July, this year a government committee studying multi-brand retail had cleared the idea and suggested $100 million as minimum investment for foreign companies.

The discussions on opening up India's retail sector have been going on for 10 years.

"There is a limit to how much time we can spend on a decision," Singhvi said.

China urges progress on climate change fund (AP)

BEIJING ? China is worried the financial crisis is draining contributions to a multibillion-dollar global warming fund but hopes basic financing to help developing countries deal with climate change can be hammered out this month.

Delegates at a U.N.-sponsored climate change conference that starts Nov. 28 in Durban, South Africa, are to consider ways to raise $100 billion a year for the Green Climate Fund.

Xie Zhenhua, vice chairman of the National Development and Reform Commission and China's lead climate official, told a news conference in Beijing that some countries may not be able to pledge as much as originally planned but he hopes there will be progress in determining how the fund is allocated and managed in the long-term.

China is also pushing for new emissions-reduction targets for developed countries to take effect after the 1997 Kyoto Protocol expires in 2012.

Countries generally have fallen into camps of rich and poor on the issue. Developing countries insist the Kyoto obligations ? the individual targets for countries to cut emissions ? be extended and new targets adopted. Industrial countries say they want emerging economies to accept similar binding commitments.

Xie reiterated China's stance that developed countries are mainly to blame for the current global warming situation and must take the lead in combatting the problem, while developing countries should not have to face mandatory restraints on emissions because they would hamper efforts to alleviate poverty.

A white paper on China's climate change policies distributed at the news conference said clarifying a new emissions-reduction plan for developed countries was the most urgent task facing negotiators at Durban.

Also important will be securing "new, additional and abundant funds" for developing nations to deal with global warming, it said.

"Climate change hasn't become less important because of the international financial crisis, but it has become less prominent," Xie said. "Some people say that given the economic difficulties in Western countries these days, that it's not the proper time to discuss financing issues."

Xie said China understands that point of view but also believes global economic difficulties are temporary and that progress should be made at Durban on establishing the financing mechanisms for the fund. He said there are multiple options for financing but that the main source will be public funds from developed countries.

"If you have difficulties, for instance, you can donate less money, but the mechanism should be there and we hope, we look forward to positive progress in the allocation and management of these long-term financing mechanisms (in Durban)," Xie said.

China and other emerging economies exempted from the Kyoto pact have sharply increased emissions in recent years, while rejecting calls to commit by treaty to restraints on emissions.

However, China has voluntarily set a target of reducing power consumed per unit of economic output ? a measure known as "energy intensity" ? by 40 percent to 45 percent by 2020, compared with 2005 levels, while also increasing the share of energy produced by renewable sources to 15 percent and expanding forest cover.

India may open multi-brand retail sector 'within weeks': finmin source (Reuters)

NEW DELHI (Reuters) ? The cabinet will decide within weeks whether to allow retailers, such as Wal-Mart Stores Inc, to operate in the country with a majority stake, a source in the finance ministry said on Wednesday.

The finance ministry has thrown its weight behind a proposal to open the so-called multi-brand retail sector to foreign direct investors, a policy change that has been in the works for years but has snagged on opposition from smaller retailers.

"A decision on the issue is only a matter of weeks (away)," the source told Reuters, adding, the cabinet may take a decision as early as next week.

India currently allows 51 percent foreign investment in single-brand retailers and 100 percent for wholesale operations, a policy that the world's top retailer Wal-Mart and Carrefour among others have lobbied to change for years.

In the backdrop of a slowing economy and the government struggling to shake off an image of policy paralysis, momentum to open up the multi-brand sector appears to have picked up.

Another government source told Reuters last week that a decision looked imminent.

However, a senior government adviser on Sunday said the policy still lacked political consensus.

Small shop owners that account for more than 90 percent of India's $450 billion retail sector oppose the entry of foreign players, fearing that they will be put out of business.

A group of senior civil servants approved the proposal to open the sector to foreign players in July, although it recommended strict local sourcing requirements and minimum investment levels.

The finance ministry was in favour of such riders, the source said.

An executive of British retail giant Tesco Plc told Reuters the company plans to build on its existing tie-up with Tata Group to expand if foreign operators are allowed to invest in multi-brand retail.

Syria blasts Israel; most other Arabs moderate (AP)

VIENNA ? Syria accused Israel of posing a "grave and serious threat" through its undeclared atomic arsenal Monday, at a session between the Jewish state and its Arab neighbors meant to narrow differences on creating a Mideast nuclear weapon-free zone, officials said.

Aside from Iran, which is boycotting the meeting, Syria is Israel's bitterest Mideast rival, and Syrian delegate Bassam al-Sabbagh voiced rhetoric similar to standard Arab criticism of Israel. But officials reporting on the closed meeting said that except for Syria and Lebanon, its lockstep ally, other Arab nations speaking at the meeting were lower-key than usual in chastising the Jewish state for refusing to open its nuclear program to U.N. perusal.

Israel did not speak at the morning session. But one of the officials ? who asked for anonymity to report on the International Atomic Energy Agency meeting ? said the atmosphere was "much less confrontational, much less hostile" than at other IAEA gatherings focused on the Middle East, which traditionally see Muslim nations speaking with one strongly critical voice about Israel's nuclear capabilities.

Wide chasms separate the two sides. Israel says peace must be established in the Mideast before talks on a nuclear weapons-free zone can be concretely discussed. The Arabs say the two topics are independent.

In toning down their comments, most Mideast participants at the 97-nation meeting appeared to be heeding an appeal by IAEA chief Yukiya Amano. In opening remarks made available to reporters, Amano urged Mideast nations to focus on "fresh thinking," adding he hoped they would be able to move "beyond simply restating long-established positions."

Officials and participants warned against high expectations at the gathering, which is hearing presentations on already established nuclear-free zones elsewhere as a way of stimulating discussion on the Middle East and is not meant to reach any decisions.

A decision last year by the 189 members of the Nuclear Nonproliferation treaty to convene a U.N.-sponsored conference on establishing a Middle East nuclear-free zone in 2012 was an incentive for most of the region's Muslim nations to meet this year with Israel for the exploratory Vienna talks.

Arab countries and Iran are aware of the potential of using the 2012 U.N. conference as a platform to pressure Israel to fulfill their long-standing demands: joining the Nonproliferation Treaty, acknowledging that it has nuclear weapons and allowing IAEA inspectors to probe their atomic activities.

Israel is unlikely to do any of that. It remains unclear whether it will even attend the 2012 talks and is at the Vienna meeting only under the stipulation that it remain a nonbinding give-and-take on the issue of nuclear free zones in general.

The official said that early discussions Monday touched on a main point of division between Israel and the Arabs ? whether the Jewish state needs to join the treaty as a prerequisite to creation of such a zone.

He said that presenters for Argentina and South Africa, talking about their own regional zones, suggested that based on the experience of their own regions treaty membership was not needed to begin talks.

Israel is commonly considered to be the only Middle East nation with atomic weapons ? and its secretive nuclear program has long been a heated subject with Arab neighbors.

The Arabs have urged Israel to open up to international inspection. Israel in turn says that Iran is the greatest threat to the region through its refusal to heed U.N. Security Council resolutions demanding it stop activities that could be used to make nuclear weapons and suspected research and development of such capabilities. Tehran denies any interest in such arms.

Create a Business Icon from Scratch an Adobe Illustrator Tutorial

Business icons are one of the most poplar vector illustrations. As with all vectors in general, business icons are scalable which makes them perfect for use in web design. The best way to create an icon is to use one of the vector based programs, such as Adobe Illustrator, Corel Draw, etc. We are going to create an interesting business icon that consists of two arrows and a globe in this Adobe Illustrator tutorial. The techniques we are going to describe is applicable for creation other kinds of illustrations as well.

So, let?s get down to business.

This is what we will be creating.

Creating the Globe

Before we create the globe we need to prepare a grid of parallels and meridians. It means we have to prepare the symbol that we?ll apply to the globe. The Blend Tool will help us do that.

Grab the Line Tool (/) from the Tool Panel and create a vertical line. Now, select Add Anchor Point Tool (+) and add an anchor point exactly in the middle of the line.

Select the Direct Selection Tool (A) from the Tool Panel, grab that anchor point and drag it to the left (don?t forget to hold the Shift key on the keyboard for straight dragging).

This way we have created a sharp corner. We need to smooth it out. Grab the Convert Anchor Point Tool (Shift + C) from the Tool Panel, click on the anchor point and to drag it downwards (Shift for straight dragging).

Select the path and under Object select Transform > Reflect. Set the Axis to Vertical and hit the Copy button. It will create a mirror image of our path. Move the new path to?the right (Shift for straight dragging).

Select both paths and under Object select Blend > Make. It will create more paths in the middle. To specify the exact number of the paths open Blend Options (Object > Blend > Blend Options). We?ll set the value for the Specified Steps to 17.

Grab the Line Tool (/) from the Tool Panel and create a horizontal line (Shift for straight dragging), as shown on the picture below.

Duplicate (Ctrl / Cmd + C, Ctrl / Cmd + F) the line and place it as pictured.

Select both horizontal lines and under the Object select Blend > Make. Set the value for Specified Steps to 9.

Select all the elements we?ve created so far and Group them (Ctrl / Cmd + G). Grab the group of elements and drag it to the Symbol Panel. Symbol Options?window will pop up. Set the name to Grid, make sure to set the Type to Graphic and hit the OK?button.

Now we have created a symbol which we?ll use to apply to our globe.

Creating the Globe

First of all, we have to create a circle. Grab the Ellipse Tool (L) from the Tool Panel and create a circle (don?t forget to hold the Shift key on the keyboard for the proper circle).

With the Direct Selection Tool (A) select the anchor on the left side and hit the Delete key on the keyboard to remove it. You should end up with something like this.

Under Effect select 3D > Revolve.

Under the?3D Revolve Options?box make sure to set the Surface to Diffuse Shading and then hit the Map Art?button. This is the where we are going to apply the symbol we created to our sphere.

In the Symbol drop down Menu select the symbol of the grid we have already made. Make sure to hit Scale to Fit button. It will apply the grid symbol properly.

You should end up with something like this.

Now we need to apply some nice color gradients. To be able to do that, first we have to turn our object into editable shapes. Under Object select Expand Appearance. Then we need to Ungroup (Shift + Ctrl/ Cmd + G) the object. Be ready to repeat that action a few times, until you ?separate? the sphere from the grid. When you achieve that select the sphere (you?ll notice that it contains many concentric circles) and under the Pathfinder Panel hit the Unite button. This will turn the circles into a single one.

Set the Fill color for the grid to #61D4E0.

We are going to apply a nice blue radial gradient to the circle. It will turn our circle into a nice blue sphere.

There is one more thing we should add to the globe. Select the Rectangle Tool (M) from the Tool Panel and create the ellipse. Set its Fill color to white (#FFFFFF) and place it as it shown on the picture below.

Set the Opacity of the new ellipse to 26%.

Our globe is ready for some nice arrows. Before we create them don?t forget to?Group (Ctrl / Cmd + G) all the elements of the globe together.

Creating the Arrows

To create nice 3D arrows we will be using 3D effect Revolve. It will help us to fold the arrow around the globe. So, lets get started. First we will create the shape of the arrow.

Grab the Rectangle Tool (M) and create a rectangle, as it?s shown on the picture below.

Now, grab the Star Tool from the Tool Panel and click on the Artboard. The Star Options window will pop up. Set the value for Points to 3 and hit the OK button.

It will create a triangle. Rotate it and place it as it show on the picture below. Align the shapes by using Vertical Align Center under the Align Panel.

When you are satisfied with the result under the Pathfinder Panel hit the Unite button. It will turn both shapes into the arrow shape.

Drag the arrow to the Symbol Panel and name it Arrow. Set the Type to Graphic. This way we are creating the symbol of the arrow which we?ll be using later.

Now, grab the Rectangle Tool (M) from the Tool Panel and create a rectangle, as pictured.

Under the Effects select 3D > Revolve. Check the Preview box in order to be able to see what are we doing.?Under the?Revolve Options?box click on the?Map Art?button.

You will notice that the cylinder contains three sides. Upper ellipse, lower ellipse and the lateral side of the cylinder. Switch between sides, and when you select the lateral side of cylinder select the arrow in the drop down menu for Symbol. Also, make sure to check Invisible Geometry. It will remove the cylinder shape and only the arrow will be visible.

Feel free to play with the size and the rotation of the arrow, until you reach the right angle and position.

When you reach a desirable result hit the OK button. We can also change the rotation of the invisible cylinder in order to find the best position for our arrow by rotating the cube in the 3D Revolve Options box.

Now we have to turn our arrow into an editable shape. Select the shape with the arrow and under Object hit Expand Appearance. You should end up with something like this.

Lets Ungroup (Shift + Ctrl / Cmd + G) the new shape (we?ll have to do it more than once) and remove everything besides the arrow. This is what we should have by now (blue color is changed to be able to see the result clearly).

Take a good look at the arrow. See if there are any unnecessary anchor points and remove them.

Now we have to turn the arrow into a 3D shape. Select both parts of the arrow and duplicate them (Ctrl / Cmd + C, Ctrl / Cmd + F). Using the arrow keys on the keyboard nudge the copies a few pixels to the right and then?downwards. You should end up with something like this.

We have to connect some shapes now. Grab the Add Anchor Point Tool (+) from the Tool Panel and add few anchor points.

With the Direct Selection Tool (A) grab the new anchor point and move it to the lower corner of the green shape.

Repeat this step for the other corners of the arrow as well.

To be able to create a glossy arrow with lots of reflected parts, we?ll have to divide some parts of the arrow. Select the Pen Tool (P) from the Tool Panel and create the path as it?s shown in the picture. We will use the path to divide the red part of the arrow. Just select them both (red shape and the green path) and under the Pathfinder Panel hit the Divide button. It will split the red shape exactly in half. Don?t forget to Ungroup it (Shift + Ctrl / Cmd + G).

And, now our arrow is ready to get some nice colors.

Applying the Color Gradients

In this part of the tutorial we will try to achieve a nice glossy look for the arrow.

To start we will apply some nice linear gradients.

Use a radial gradient for lateral side.

We can also divide the inner part of the arrow. Just create another path using the Pen Tool (P) and divide the inner side of the arrow.?Apply a nice radial gradient to both sides.

We can also make some additional shapes that will help us to create the glossy look of the arrow. Select the right upper side of the arrow and under Object select Path > Offset Path. Set the value for Offset to -3 and hit the OK button.

With the Direct Selection Tool (A) move the upper side of the new shape. Just select the upper anchor points and move them upwards, as shown below.

Apply a nice linear gradient to the new shape.

We can do the same thing with the left side of the arrow. You should end up with something like this.

In order to create more light reflections we will divide some other parts of the arrow as well. Grab the Line Tool (/) from the Tool Panel and create a few random lines.

Use each of the lines to divide the surface underneath the line. Just select the line and the shape you want to divide and under the Pathfinder Panel hit the Divide button.

Apply a green radial gradient to the new shape, just make sure to create a sharp transition, just as it?s shown in the pictures below.

Repeat this step for the other shapes as well. It will create nice light reflections.

Some nice edge highlights will give our illustration a real glossy look.

The Final Touch

Now we will combine our globe with the arrows. To be able to set the two arrows in the right place we will have to learn to draw a Clipping Mask. A Clipping Mask is actually a random shape without the Fill and Stroke colors which allows us to hide some parts of the illustration.

Let?s get down to business.

Place the arrow on the top of the globe (as pictured). Duplicate (Ctrl / Cmd + C, Ctrl / Cmd + F) the arrow and send the copy behind the globe (Shift + Ctrl / Cmd + [). You should end up with something like this.

Grab the Pen Tool (P) from the Tool Panel and draw a shape similar to this.

When you are drawing the shape for the Clipping Mask keep in mind what parts of the arrows needs to be visible (everything inside the path will remain visible). Also make sure to follow the shape of the globe in order to avoid overlapping the globe and the part of the arrow that needs to be behind it.

When you are satisfied with the shape of the Clipping Mask remove the Stroke color, select the globe and the arrow and under the right click select Make Clipping Mask.

This action will hide all parts of the arrow outside the Clipping Mask. This way we have created the illusion that the arrow is "sitting" on the globe.

Duplicate (Ctrl / Cmd + C, Ctrl / Cmd + F) the green arrow behind the globe, Bring it to the Front (Shift + Ctrl / Cmd + ]) and change the color to red. Using the Reflection feature under Object > Transform > Reflect?flip the arrow upside down?by using reflection on?a Horizontal and Vertical axis. You should end up with something like this.

Repeat the steps for creating the Clipping Mask and you should get something like this.
